If you do it properly, most likely your request will be accepted. If you find this method is too time consuming and slow, you can create lots of mini sites in the same niche and cross link back to your main site. Search engine robot will see it that you have a lot related incoming links and think that your website is important. Or you can submit your web site to a link exchange directory. You can choose any of these ways to increase your incoming links but for me I would suggest you incorporate all three ways into your link campaign instead.
